I think Torque really only uses ELM327-style dongles, which means it's not entirely dumb. I gather the software just needs to know the PIDs or whatever they're called, and if you don't know them for your vehicle you can still pull the data, you just don't know the format, precision and reference point (if applicable).
It's my understanding you can write tables of the PIDs yourself, and we're of course discounting vendor specific extensions to OBDII like the shit for Allison trannies as those are dependent on hardware. I may be wrong on that though, my interest in OBDII has waned as both my cars now are currently incompatible.
